This is a new naming scheme.

Previously, we have "rb_xxx"
(and in some bad cases, rbxxxx)

seems like we should have documentation for, and agreement on, this
new standard, before releasing stuff like that.


Or, if you want to just release something without need for discussion,
seems like
ruby18_libxml_

might fit.
but seems like the discussion would be worthwhile to have, on the
maintainers list.
