[csw-pkgsubmissions] newpkgs taglib, taglib_devel, taglib_gcc

In the interests of getting stuff depending on it moving forward, I'll
batch this.
But the descriptions for libXX really need help.

the descs for libtag1 and libtag_c0  are not helpful at all: they give
no indication why there are two separate libraries.

Why ARE there two separate libraries?
