[csw-maintainers] Enhanced pkgcheck in GAR

Hi,

with the putback of r7123 all produced packages by a recipe will
now be checked at once. Errors about missing libs from uninstalled
packages residing in a dependent built package should now no longer
occur. Thanks to Ben for updating checkpkg so that GAR can make use
of it!

The following packages disable ENABLE_CHECK. Please remove this line
and see if no errors reported on pkgcheck:
