[csw-pkgsubmissions] newpkgs parallel

There are references to /usr/local in docs and a few comments here and
there. would be nice if those were fixed.
But since they are not normally user-visible, or have obviously
non-functional paths
(/usr/local/bin/myssh )
this doesnt seem to be a blocking issue.
