By flagged do you understand: not accepted? If that is the case it has
the strength of a policy and a policy should be accepted by a majority
of maintainers after discussion. It seems to me that the discussion has
taken place and valid arguments were exposed by a majority which
validates just the opposite: installation of components in /var are
permitted.
